Course Description
DOSH/JKKP Legislation Work at height is work in any place 2meters and above, including a place at above or below ground level, where a person could be injured if they fell from that place. Access and egress to a place of work can also be work at height.
Course Outline
Successful participants will be able to work safely at heights in the workplace with minimal supervision by identifying the requirements of the job, accessing and installing the required equipment, and cleaning up the work area. They will also be able to conduct a risk assessment of the job. Specific topics include:

Occupational Safety & Health 1994 Act514 (Amendment) 2020
No. 1: The Amended OSHA applies to all places of work
No. 2: New duties on principal, employer and self-employed person
- HAZARD IDENTIFICATION, RISK ASSESSMENT & RISK CONTROL (HIRARC) Compulsory
No. 3: Appointment of occupational safety and health coordinator
No. 4: Employees’ right to ‘remove’ themselves from ‘imminent danger’ at the workplace
No. 5: Increased penalties and punishments for recalcitrant employers, self-employed persons, principals, and manufacturers
No. 6: Directors and office bearers jointly and severally liable
No. 7: Inspection of plant and certificate of fitness
No. 8: Notification of occupation of place of work, installation and inspection of plant
Introduction
Legislative Work at Height Act
- FACTORIES AND MACHINERY ACT 1967 [ACT139] (Removed and added in OSH1994 Act514 Amendment 2020
- BUILDING OPERATIONS AND WORKS OF ENGINEERING (BOWEC CONSTRUCTION) (SAFETY) REGULATIONS 1986
- OCCUPATIONAL SAFETY AND HEALTH Act 1994 (Act 514) Amendment 2020
- Sections 15 to 18 and the New Sections 18A and 18B of the Amended OSHA are increased from RM50,000.00 to RM500,000.00.
Factories and Machinery Act (FMA) 1967 or Act 139, is to provide for the control of factories on matters relating to the safety, health and welfare of persons, and the registration and inspection of machinery.
The hazards and factors affecting the risk from working at height include vertical distance of a fall, fragile roofs, roof lights, voids, sloping roofs, deteriorating materials, unprotected edges, unstable or poorly maintained access equipment and adverse weather conditions.

- Selection and use of fall injury prevention systems.

Objectives
This course introduces the principles, best practice, risks and equipment associated with working at height activities. It will enable delegates to recognize the hazards and risks involved in carry out work at height and also to be able to plan effectively how they will work in order to minimize those risks.

Day 1(9.00am – 4.00pm)

- BOWEC - Building Operations and Works of Engineering

- Provide requirements on provision 75(1) under the BOWEC 1986)
- Understand the principal legislation on working at height above 2 meters
- Work at Height regulations eg.65,66,68 etc. (Ladder)
- Recognize the hazards when working at height
- Recognize the hazards associated with ladders and stepladders

- Consider the factors in organizing and planning work at height
- Carryout a risk assessment for working at height
